A MOTION acknowledging receipt of a report on parcel aggregation relating to surface water management service charges as required by Ordinance 17476, Section 88, P2.

WHEREAS, the King County surface water management ("SWM") program provides services and assistance related to drainage and water quality in unincorporated King County, and
WHEREAS, in accordance with state law, King County's SWM rate structure is based on a parcel's contribution to the problem of stormwater runoff, and
WHEREAS, rate adjustments and discounts are available when landowners control or treat stormwater runoff, and
WHEREAS, in Ordinance 17476, passed November 13, 2012, the council requested that the executive transmit by July 1, 2013, which was subsequently extended to August 22, 2013, in Ordinance 17619, passed July 8, 2013, a report that examines the issue of parcel aggregation, and specifically:
1. Provide a list of nonresidential properties for which aggregation is possible;
2. Identify the potential environmental and fiscal impacts of aggregation for each property; and
3. Provide a comparison relative to the practice of aggregation with Thurston, Pierce, Snohomish, Skagit and Whatcom counties, and
WHEREAS, the executive has transmitted a report that addresses each of these elements and satisfies the proviso requirements;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The report from the department of natural resources and parks on parcel aggregation relating to SWM service charges in response to Ordinance 17476 has been received.
