A MOTION to approve the 2013 King County Metro Transit Title VI Program Report before submission to the Federal Transit Administration.

      WHEREAS, the council adopted the King County Metro Transit Strategic Plan for Public Transportation 2011-2021 ("the strategic plan") and the King County Metro Service Guidelines ("the service guidelines") in July 2011, and
      WHEREAS, the strategic plan and service guidelines were updated in 2013 to comply with Federal Transit Administration ("FTA") requirements, described in Circular FTA C 4702. 1B, which require the transit division to establish certain system-wide service standards and policies and evaluate service changes and fare adjustments to determine whether those changes will have a discriminatory impact based on race, color or national origin or will result in a disproportionate burden on low-income population, and
      WHEREAS, FTA regulations, in 49 C.F.R. Section 21.9(b), require all direct and primary recipients of FTA funds to submit a Title VI program report every three years to the FTA regional office, and updated regulations described in Circular FTA C 4702. 1B require that "the Title VI program must be approved by the transit provider's board of directors or appropriate governing entity or official or offiicals responsible for policy decisions prior to submission to the FTA," and
      WHEREAS, the King County transit division, as a transit provider and direct recipient of FTA funds, followed the appropriate federal regulations when developing the 2013 Title VI Program report and incorporated federal requirements into the strategic plan and the service guidelines;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The council hereby approves the 2013 King County transit division Title VI Program Report.
