WHEREAS, King County is responsible for the Metro transit system, which has a mission to provide the best possible public transportation services and improve regional mobility and quality of life in King County, and
WHEREAS, King County provides public transportation fare discounts to seniors, disabled and youth riders, and
WHEREAS, King County is committed to providing equitable opportunities for people from all areas of King County to access the public transportation system, and
WHEREAS, the King County council passed Motion 13746 on October 8, 2012, requesting the establishment of an advisory committee to assist in the review and development of new King County public transportation fare options for low income persons, and
WHEREAS, the King County council passed Motion 13806 on January 18, 2013, approving the establishment and membership of the low income fare options advisory committee, and
WHEREAS, the advisory committee was charged with several responsibilities as part of their review of transportation fare options for low income persons, and
WHEREAS, the advisory committee convened on January 30, 2013, and met seven times to review and discuss information related to the Metro transit system fare structure, existing discounts, policy objectives and financial situation, and
WHEREAS, the advisory committee meetings were open to the public and there were many comments received by the committee, and
WHEREAS, the committee also learned about the low income fare program offered by the Kitsap transit system, one of only a handful of low income fare programs in the nation, and
WHEREAS Motion 13806 requested that recommendations from the advisory committee be sent to the council in the form of a motion for acceptance by July 1, 2013, and
