AN ORDINANCE authorizing the King County executive to execute a ten-year concession agreement with Wash Spot LLC, doing business as Wash Spot Express, for a dog wash and grooming concession at Marymoor park.

STATEMENT OF FACTS:
1.  The Parks Business Plan directs the parks and recreation division of the department of natural resources and parks to work in partnership with organizations to provide new recreational amenities that generate revenues for parks.
2.  Wash Spot LLC, has operated a dog wash and grooming concession at Marymoor park since 2007, providing dog grooming services, dog toys, snacks and grooming aids, which are valued amenities to park users.
3.  King County and Wash Spot LLC desire to enter into a new concession agreement that will allow Wash Spot LLC to operate Wash Spot Express at Marymoor park through 2022, which will provide the parks and recreation division with long-term revenue.
4.  Wash Spot LLC will be authorized to provide specific goods and services at prices specified in the concession agreement, and will pay King County a base rent fee and a percentage of gross receipts.
5.  The Wash Spot LLC concession at Marymoor park benefits the public by generating revenue to support the county's parks and recreation division as outlined in K.C.C. 4.75.020.
6.  Under K.C.C. 4.75.020, any proposed concession agreement with an original term that exceeds five years must be approved by the King County council.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The King County executive is hereby authorized to sign a
concession agreement, substantially in the form of Attachment A to this ordinance, with Wash Spot LLC for a dog wash and dog grooming concession at Marymoor park.
