Title
A MOTION approving the proposed work plan for review and update of the Regional Wastewater Services Plan, in response to 2012 Budget Ordinance, Ordinance 17232, Section 100, Proviso P1.
Body
WHEREAS, the King County council adopted the 2012 Budget Ordinance, Ordinance 17232, Section 100, Proviso P1, directing transmittal of a work plan "for review and update of the regional wastewater services plan to be completed by June 1, 2014," and
WHEREAS, the executive transmitted a proposed work plan for the review and update of the regional wastewater service plan in April 2012, and
WHEREAS, the regional water quality committee has reviewed the proposed work plan that addresses the scope, schedule, budget and staffing for this effort, and
WHEREAS, the regional water quality committee has noted that the work plan should additionally include:
1. Assumptions regarding asset management and replacement;
2. Statewide and national trends related to wastewater treatment standards, regulations and technologies; and
3. Recommendations for policy amendments that emerge from the review and update and identify areas for further analysis and policy development;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The Work Plan for a Review and Update of the Regional Wastewater Services Plan, Attachment A to this motion, is hereby approved.
B. Based on the review and update to be submitted by June 1, 2014, and consistent with the King County Charter, the executive, wastewater treatment division, regional water quality committee and council shall review the findings and determine if further analysis is needed and may develop additional policy recommendations.
C. The executive, in consultation with the Metropolitan Water Pollution Abatement Advisory Committee and council staff, will provide a report or white paper to the council by August 1, 2013, regarding options for providing a comprehensive summary of the wastewater tr...
