A MOTION approving a report describing the organizational impacts of the Strategic Plan for Road Services required in the 2012 Budget Ordinance, Ordinance 17232, Section 121, Proviso P1.

WHEREAS, the King County council in adopting the 2012 Budget Ordinance, Ordinance 17232, Section 121, Proviso P1, required the approval by motion of a report describing the organizational impacts of the Strategic Plan for Road Services, and
WHEREAS, the executive has transmitted to the council with this motion the report called for in the proviso, and
WHEREAS, the report describes the organizational impacts of the Strategic Plan for Road Services on the road services division by including identification of and descriptions for how the division:
A. Is functionally and hierarchically organized to deliver the primary functions of division management, administration, maintenance and operations and engineering services;
B. Distributed division staffing for 2012 in such a manner as to have eighty percent used solely for positions where the majority of the duties are other than delivering administration services as required by Ordinance 17232, Section 121, Expenditure Restriction ER1;
C. As measured at the division level, achieved a span of control of between one manager for every eight employees and one manager for every twelve employees;
D. Achieved efficiencies through combining like disciplines;
E. Is reinvesting span of control and staffing efficiency savings in direct operational service FTE functions; and
F. Will implement the reorganization of the division consistent with the Strategic Plan for Road Services, Ordinance 17232, Section 121, Expenditure Restriction ER1, and Ordinance 17232 ,Section 121, Proviso P1, in consideration of the short-term constraints of the countywide transition of personnel and financial systems, and
