A MOTION relating to establishing a community volunteers program in the office of citizen complaints/tax advisor (office of citizen complaints/ombudsman-tax advisor).

WHEREAS, the King County office of citizen complaints/tax advisor (office of citizen complaints/ombudsman-tax advisor) is established by K.C.C. chapter 2.52 to assist citizens with complaints about county government and provide advice and assistance to persons liable for the payment of property taxes in King County, and
WHEREAS, each year the assessor is required to send out reevaluation notices to King County property owners advising them of their assessment, and
WHEREAS, the office of citizen complaints/ombudsman-tax advisor was contacted over fifteen thousand times in 1998 by taxpayers with questions about their property tax bills and seeking information and assistance with complaints about King County government, and
WHEREAS, a program of trained citizen volunteers will help the citizen complaints/tax advisor staff provide a higher level of service to King County property taxpayers and citizens, and
WHEREAS, the director (ombudsman) of the office of citizen complaints/ombudsman-tax advisor has recommended to the council that a program with trained volunteers would assist the office in providing better access and information to King County property taxpayers and citizens, and that such a program should be initiated, and
WHEREAS, K.C.C. 2.52.080 provides that the director (ombudsman) may with concurrence with the council select and appoint those assistants deemed necessary,
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. That the director (ombudsman) of the office of citizen complaints/ombudsman-tax advisor is hereby authorized to take such measures as are necessary to establish a volunteer program through which citizen volunteers will be made available to assist the office in providing service to the residents of King County; and
