A MOTION relating to public transportation; approving a report relating to very-low income transit fare options as directed by the 2017-2018 Biennial Budget Ordinance, Ordinance 18409, Section 115, Proviso P1.

WHEREAS, in November 2016, Ordinance 18409 adopted the 2017-2018 Biennial Budget Ordinance, subject to the provisions set forth in the ordinance, and
WHEREAS, Ordinance 18409, Section 115, Proviso P1, requires the executive to transmit by September 30, 2017, a report on options for establishing a very-low-income transit fare for those unable to afford the ORCA LIFT fare, together with a motion approving the report, before expending $1,000,000 of the moneys appropriated for the 2017-2018 transit operating budget, and
WHEREAS, the report is to include, but not be limited to:
A. A study of the feasibility of establishing a very-low-income Metro fare for individuals who are in households with incomes of two hundred percent or less of the federal poverty level and are unable to afford the ORCA LIFT fare:
B. Estimates of changes in ridership, fare revenue, and farebox recovery ratio resulting from the implementation of a very-low-income Metro fare;
C. Strategies to minimize any impacts on the farebox recovery ratio;
D. Analysis of how implementing a very-low-income Metro fare will effectuate the county's Equity and Social Justice Initiative; and
E. The financial and technical considerations that would affect implementation of a very-low-income Metro fare program, and
WHEREAS, Metro, in consultation with the department of community and human services and the office of performance, strategy and budget, has compiled the required information and the executive has transmitted the Very Low-Income Fare Options report, as set forth as Attachment A to this motion, to the council;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
