A MOTION to adopt a set of criteria and standards to determine when a county-owned and operated transfer station has exceeded its capacity to efficiently serve the needs of its customers.

WHEREAS, the county council passed Ordinance 14236 adopting the Final 2001 Comprehensive Solid Waste Management Plan for King County in October 2001, and
      WHEREAS, the ordinance directs the county executive to prepare and transmit a set of criteria and standards by July 31, 2002, to determine when a county owned and operated transfer station has exceeded its capacity to efficiently serve the needs of its customers, and
WHEREAS, the county executive transmitted a set of criteria and standards for determining when a county owned and operated transfer station has exceeded its capacity to efficiently serve the needs of its customers using Level of Service (LOS) criteria, and
WHEREAS, these criteria and standards appear to accurately measure the ability of each transfer station within the county's transfer system;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The set of criteria and standards for determining when a county-owned and operated transfer station has exceeded its capacity to efficiently serve the needs of its customers, as contained in Attachment A to this motion, is hereby adopted.
