AN ORDINANCE adopting the service improvement plan for 2012 through 2017, guiding the goals, investments and implementation of the King County veterans and human services levy.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The King County council adopted Ordinance 17072, placing renewal of the veterans and human services levy on the primary election ballot as Proposition 1. In August 2011, King County voters voted to approve continuation of the levy for six years with half of the proceeds of the levy dedicated to veterans and military personnel and their families.
B. The expenditure of 2006 through 2011 veterans and human services levy proceeds was guided by a service improvement plan that outlined strategies, principles and activities to be funded. A revised plan is needed to guide the revenues generated by the levy for the period of 2012 through 2017.
SECTION 2. The service improvement plan, Attachment A to this ordinance, is hereby adopted to guide the management and expenditure of the proceeds from the veterans and human services levy.
SECTION 3. The department of community and human services or its successor shall have lead responsibility for implementing the service improvement plan, with oversight from the veterans citizen levy oversight board and the regional human services levy oversight board, and shall serve as the fund and administrative manager for the veterans and human services levy. Fifty percent of the levy proceeds shall be placed in the veterans services levy fund, designated for the provision of regional health and human services for veterans, military personnel and their families and fifty percent of the levy proceeds shall be placed in the regional health and human services levy fund, designated for the provision of regional health and human services to a wide range of people in need of such services, in accordance with K.C.C. 4.08.322 and 4.08.324.
