AN ORDINANCE authorizing the executive to enter into an interlocal agreement with the city of Renton relating to the processing of building and land use applications in the Benson Hill Communities Potential Annexation Area; and declaring an emergency.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. Effective March 1, 2008, the city of Renton annexed the Benson Hill Communities Potential Annexation Area ("PAA").
B. Until March 1, 2008, the King County department of development and environmental services continued to receive permit applications relating to properties located within the Benson Hill Communities PAA.
C. In the absence of an interlocal agreement between King County and the city of Renton, the filed permit applications vested under county codes would be transferred to the city for further processing by the city applying county codes.
D. In the interest of ensuring a continuum of service to customers with permit applications vested under county codes, the city of Renton has asked that the department of development and environmental services process these permit applications to conclusion.
E. The metropolitan King County council finds that an emergency exists for the purpose of continuing the work of processing building permit applications in the area formerly known as the Benson Hill Potential Annexation Area.
SECTION 2. The county executive is hereby authorized to enter into an interlocal agreement, substantially in the form attached, with the city of Renton to process the building and land use permit applications vested under county codes affiliated with properties located within the Benson Hill Communities Potential Annexation Area.
