Title
A MOTION acknowledging receipt of the report titled King County Scooter Share Pilot Program - Final Report required by Ordinance 18989, Section 6, as amended.
Body
WHEREAS, Ordinance 18989, Section 2, required the executive to establish a scooter share pilot program in the North Highline urban unincorporated area in King County, and
WHEREAS, Ordinance 19137, Sections 1 and 2, amended Ordinance 18989, extending the start date of the pilot program, and amended the due date for the first and second reports, and
WHEREAS, Ordinance 19310, Section 1, 2, and 4, amended Ordinance 18989, extending the program end date to March 31, 2023, and the due date for the second report to not later than three months from the program's end date, and further authorized the executive to enter into interlocal agreements with one or more local jurisdictions to expand the pilot program, and
WHEREAS, the first scooter was available in the North Highline urban unincorporated area as part of the County Scooter Share Pilot Program on August 17, 2020, and
WHEREAS, in 2020 the COVID-19 virus started a worldwide pandemic that resulted in restricted indoor and outdoor activities and disrupted the travel and commuting trends of residents and visitors, and
WHEREAS, the executive has recommended establishing a regional model for bike share, scooter share, and car share services and programs to meet local and regional interests, and
WHEREAS, a state environmental protection act review and associated public engagement must be completed before an ordinance approving the executive's recommendation can be enacted;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The receipt of the North Highline Urban Unincorporated Area Scooter Share Pilot Program Final Report, including the executive's recommendation, which is Attachment A
to this motion, in compliance with the establishment of an electric scooter share pilot program under Ordinance 18989, Section 6...
