AN ORDINANCE approving the Snoqualmie Pass Utility District Wastewater Facilities Plan Update.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for sewer utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
The Snoqualmie Pass Utility District Wastewater Facilities Plan Update ("plan") discusses sewer service to existing and future populations within the district's ten-square-mile service area. The service area includes portions of both King County and Kittitas county, with approximately one thousand five hundred acres of service area in King County. Approximately two hundred homes and eighty-two thousand skiers are currently served each year by the district.
The district currently treats sewage flows that average ninety-eight thousand gallons per day. The treatment system consists of a two-cell aerated lagoon with disinfection and spray disposal on a nearby forested area. The treatment system and disposal area are both located in Kittitas county.
The district projects that sewage flows in twenty years may reach over three hundred fifty thousand gallons per day. To meet the projected demand, the district is proposing to spend over ten million dollars to expand and upgrade its sewage treatment system.
The King County utilities technical review committee reviewed and approved the plan on January 8, 2003. The utilities technical review committee recommends that the council approve the plan.
The district prepared a determination of nonsignificance for the plan on December 13, 2002, in accordance with the state Environmental Policy Act. The district adopted the plan on December 11, 2002. The state department of ecology is currently reviewing the plan.
