Title
A MOTION authorizing the chair of the council to enter into a contract for services to provide a feasibility study and analytic review of the executive's proposal to develop and operate an intermodal facility for the purposes of exporting solid waste.
Body
WHEREAS, King County currently utilizes the county owned Cedar Hills landfill to dispose of solid waste, and
WHEREAS, the Cedar Hills landfill will reach full capacity and be closed by 2012, and
WHEREAS, King County must consider its options for solid waste disposal after 2012 and the county must ensure that any option pursued meets the requirements of the Comprehensive Solid Waste Management Plan, and
WHEREAS, the executive has transmitted to the council a business case for developing a county owned and operated intermodal facility that would facilitate the export of solid waste to land fills outside of King County, and
WHEREAS, the executive has not yet transmitted to the council the actual business plan listing and explaining the details necessary to make an informed decision as to whether or not the county should develop and operate an intermodal facility, and
WHEREAS, the executive has indicated that the actual business plan will be transmitted to the council in the fall of 2003, and
WHEREAS, it is the council's will that the executive's proposal for King County to develop and operate a solid waste intermodal facility be thoroughly reviewed by independent and impartial professionals with appropriate expertise;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The chair of the metropolitan King County council is authorized to enter into a contract, in accord with the request for proposal attached to this motion and in an amount not to exceed one hundred thousand dollars, for services to provide a feasibility study and analytic review of executive's proposal to develop and operate an intermodal facility for the purposes of exporting solid waste.
