AN ORDINANCE authorizing the King County executive to enter into an interlocal agreement with the city of Kirkland relating to the annexation of the Juanita-Finn Hill-Kingsgate territory and transferring certain roads-related properties, greenbelt-related properties, parks facilities and properties and local government services delivery to the city.

STATEMENT OF FACTS:
1. The Juanita-Finn Hill-Kingsgate ("JFK") area is within the designated Potential Annexation of the city of Kirkland ("the city").
2. The annexation of the JFK territory to the city was put before the voters in November 2009. While a majority voted in favor of the annexation, they did not reach the threshold percentage necessary to assume the debt. In December 2009, the city adopted an ordinance accepting the annexation without having the area residents accept liability for the indebtedness.
3. Annexation of JFK to the city will become effective on June 1, 2011.
4. To facilitate and complete the transfer of roads-related properties, greenbelt-related properties, parks facilities and properties located within the JFK annexation area and to facilitate the transition of local government services delivery in the JFK annexation area from King County to the city, the city and the county wish to enter into an interlocal agreement, substantially in the form of Attachment A to this ordinance.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. The King County executive is hereby authorized to enter into an interlocal agreement, substantially in the form of Attachment A to this ordinance, with
the city of Kirkland relating to the transfer of property and services associated with the annexation of the Juanita-Finn Hill-Kingsgate territory.
