A MOTION accepting response to the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 75, Proviso P2, related to emergency medical services, concerning the establishment of criteria, protocols and procedures to allocate the basic life support core service reserve funding; and authorizing the release of $1,500,000 currently held in reserve.
Body
WHEREAS, the 2015/2016 Biennial Budget Ordinance 17941, Section 75, Proviso P2, related to emergency medical services, states that $1,500,000 shall not be expended or encumbered until the executive transmits a plan and motion, by June 30, 2015, establishing the criteria, protocols and procedures to allocate the basic life support core services reserve funding, and
WHEREAS, the King County emergency medical services division worked collaboratively with a broad range of regional emergency medical services partners that are committed to identifying ways to improve the basic life support system as a whole to develop a proposal addressing how the funding would be allocated and used, along with the process and requirements for requesting, approving and receiving funds for basic life support core services funding, and
WHEREAS, the emergency medical services advisory committee, which provides ongoing governance, oversight and key counsel to the emergency medical services division on regional Medic One/emergency medical services policies and practices, unanimously approved the BLS Core Services proposal on March 18, 2015, and
WHEREAS, the executive has transmitted to the council the requested plan, and
WHEREAS, the council has reviewed the plan, which is Attachment A to this motion, that addresses the following proviso areas:
1. The process that should be used by a basic life support service provider to request funding from basic life support core services reserve funding;
2. A standardized form to be used to request basic life support core services reserve funding;
