AN ORDINANCE authorizing the King County executive to enter into an interlocal agreement between King County and the Washington state Department of Transportation, Pierce county and the cities of Buckley and Enumclaw, for the cooperative planning, design and construction of a bridge over the White river for nonmotorized transportation, linking the Enumclaw Plateau and Foothills trails.

STATEMENT OF FACTS:
1. King County, a home rule charter county and political subdivision of the state of Washington, is the owner of certain real property which contains a portion of King County's Enumclaw Plateau trail to the north of and adjacent to the White river.
2. The city of Buckley, a non-charter code city and municipal corporation, owns certain real property that contains a portion of the Foothills Trail spur located south of and adjacent to the White river.
3. King County, Pierce county and the cities of Buckley and Enumclaw all support linking regional trails to increase recreational and mobility opportunities for the public.
4. In 2011, the Washington state Department of Transportation initiated a project to replace the State Route 167 Puyallup River Bridge located at milepost 6.40, just outside the city of Puyallup. The bridge was determined to be eligible for inclusion in the National Register of Historic Places. As a result, the state Department of Transportation is required to attempt to preserve and reuse the bridge. The state Department of Transportation asked King and Pierce counties to consider the feasibility of reusing the bridge as a pedestrian, nonmotorized bridge over the White river in order to link the Enumclaw Plateau Trail and the Foothills Trail.
5. King and Pierce counties and the city of Buckley have expressed interest in determining the feasibility of reusing the bridge to link these two regional trails. The parties agree that the public interest would be best served by working collaborative...
