Title
AN ORDINANCE relating to Houghton transfer station access; authorizing the division director of the solid waste division of the department of natural resources and parks to modify access to the county's Houghton transfer station for users who have not established monthly accounts, in order to facilitate the safe and efficient roof renovation and mitigation project.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. In accordance with the approved Solid Waste Division Capital Improvement Program, the solid waste division is actively engaged in planning and implementing a roof renovation (CIP 003093) and mitigation project (CIP 013020) at the Houghton transfer station, located in Kirkland, Washington.
B. In accordance with Ordinance 14984, Section 1, Provisos P7, P8 and P9, the solid waste division entered into a memorandum of understanding with the city of Kirkland. The memorandum of understanding, while not legally binding, states that the division will proceed with projects 003093 and 013020.
C. The roof renovation and mitigation projects are intended to address safety and mitigation issues, not to increase station capacity.
D. K.C.C. 10.25.050.B. establishes regional transfer system policies including RTS-4, which states: "The county should prioritize efficient service to commercial haulers while still providing services for self-haul customers, provided that nothing in this policy permits limiting standard hours of operation at county transfer facilities for self-haul customers without council approval by ordinance."
E. The Houghton transfer station is currently open nine and one-half hours a day on weekdays and nine hours a day on weekends to all customers.
