Title
A MOTION related to public transportation, approving the King County Metro Public Transportation Agency Safety Plan 2025 and the King County Metro Public Transportation Agency Safety Plan 2026, in accordance with the Federal Transit Administration's Public Transportation Agency Safety Plan regulations and the Bipartisan Infrastructure Law.
Body
WHEREAS, Federal Transit Administration ("FTA") regulations, set forth in 49 C.F.R. Part 673, require all direct and primary recipients of FTA funding to establish a Public Transportation Agency Safety Plan ("PTASP") within one calendar year after July 19, 2019, and
WHEREAS, 49 C.F.R. Part 673.11(a)(1) requires that the PTASP and any subsequent updates thereto be signed by the Accountable Executive and approved by the agency's Board of Directors or an Equivalent Authority, and
WHEREAS, in November 2021, the Bipartisan Infrastructure Bill ("the BIL"), which imposed additional requirements for the development of Public Transportation Agency Safety Plans by transit agencies, was signed into law, and
WHEREAS, the King County Metro transit department, as a transit provider and direct recipient of FTA funding, is required to comply with the requirements in 49 C.F.R. Part 673.11(a)(1) and the BIL, and
WHEREAS, in accordance with 49 C.F.R. Part 673.11(a)(1), the general manager of the King County Metro transit department signed, and the King County council approved by Motion 16618, the King County Metro Public Transportation Agency Safety Plan 2024 dated May 2024, and
WHEREAS, consistent with new requirements imposed by the BIL, the King County Metro transit department developed the King County Metro Public Transportation Agency Safety Plan 2025 and the King County Metro Public Transportation Agency Safety Plan 2026, which update the King County Metro Public Transportation Agency Safety Plan 2024 dated May 2024, and
