A MOTION approving the facilities management division report titled Central Steam Recommendations-Reassessment and supporting the conclusion that King County is best served by pursing an alternative of upsizing the boiler for the new King County office building construction project to provide hot water to existing King County complex buildings in response to a proviso outlined in Ordinance 14812, Section 2.

WHEREAS, the recent study completed by the executive, titled Central Steam Recommendation-Reassessment, has complied with the requirements as set forth in Ordinance 14812, appropriating $1.2 million to allow the executive to proceed with the second phase of the initiative to construct a new King County office building, including transmittal to the council no later than March 31, 2004, and
WHEREAS, that report concluded that the central steam alternative has positive economic benefits that are substantially less than originally forecast; and
WHEREAS, the facilities management division has, in preparation of that report and in conjunction with the new office building project developer and its consultants, completed a preliminary analysis of an alternative of upsized boiler capacity incorporated into the new office building project to serve the Administration Building, King County Courthouse and King County Correctional Facility, with the results of this analysis included in the report, and
WHEREAS, the results of this analysis indicate that the potential savings from such an alternative are substantial and slightly higher than the revised estimate of the central steam alternative, while requiring substantially less investment, and presenting less potential cost and operational risk, and
WHEREAS, the preliminary analysis concludes that such an alternative does not present any substantial schedule or cost risk to the development and delivery of the new office building project;
