AN ORDINANCE extending the Mental Illness and Drug Dependency 2 Implementation Plan approved by Motion 15093 and the Mental Illness and Drug Dependency 2 Evaluation Plan approved by Motion 15058.
Body
STATEMENT OF FACTS:
1. Since 2008, King County has levied the one-tenth of one percent sales and use tax authorized by RCW 82.14.460 for chemical dependency, mental health treatment services, or therapeutic courts, referred to as the mental illness and drug dependency sales tax.
2. In 2017, the King County council passed Motion 15093 approving the Mental Illness and Drug Dependency 2 Implementation Plan to govern the expenditures of mental illness and drug dependency sales and use tax proceeds collected from January 1, 2017 through December 31, 2025.
3. In 2025, Ordinance 19976 authorized collection of the mental illness and drug dependency sales and use tax for the period from January 1, 2026, through December 31, 2030 ("MIDD 3 period"). During the council's deliberations on Ordinance 19976, staff from the department of community and human services stated the department's intent to continue to implement the mental illness and drug dependency sales and use tax program in accordance with the current governing legislation until the council adopts a new implementation plan for the sales and use taxes collected for the remaining MIDD 3 period.
