Title
A MOTION relating to quarterly reports on elections and establishing county policy on certain elections issues; and rescinding Motion 12299.
Body
WHEREAS, Motion 12299 was approved unanimously by the King County council on June 5, 2006, and
WHEREAS, Motion 12299 established county policy that elections should be consolidated into a single facility and set timelines and milestones to ensure the implementation of that policy, and
WHEREAS, Motion 12299 expressed concern regarding the state of voter registration records and requested the executive to transmit a plan for improving voter registration records for council review, and
WHEREAS, Motion 12299 expressed concern about security related to elections facilities, ballots, personnel and electronic systems, and requested the executive to provide a security plan for council review, and
WHEREAS, Motion 12299 requested that the executive hire a management consultant to assist the director of elections to lead the organization to become a model elections operation with a very high level of competence, high morale, low turnover and full staffing, and
WHEREAS, Motion 12299 requested the director of elections to provide quarterly report to the council, and
WHEREAS, all of the conditions and concerns expressed in Motion 12299 have been met and addressed, and
WHEREAS, Ordinance 17210 (Proposed Ordinance 2011-0385) if enacted, establishes annual reporting requirements for the director of elections that provide meaningful oversight for the King County council and transparency of elections administration for the public, and
WHEREAS, removing the requirement for quarterly reports would increase efficiency for the department of elections while still providing adequate information to the council for its oversight role;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
Motion 12299 is hereby rescinded.
