Title
A MOTION affirming King County's commitment to fair, open and competitive procurement practices.
Body
WHEREAS, King County has a long-standing policy of conducting fair and open practices for the procurement of goods and services, and
WHEREAS, the county code provisions for procurement are necessarily detailed to ensure fairness and openness, and
WHEREAS, county code can be confusing to individuals and companies bidding for county goods and services, and
WHEREAS, it is not always clear to the public or to companies bidding for county goods and services why a particular bidder was selected;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The metropolitan King County council hereby requests the executive to review county code and procurement practices with the goal of making it clear to bidders and to the public why a particular bidder was selected for a specific contract and streamlining procurement procedures based on the best practices of other governments and large corporations. The executive is requested to make any recommendations for clarifications and changes to code or procurement practices in a report with legislation if appropriate, submitted to the council by July 17, 2009, in the form of eleven copies filed with the clerk of the council, for distribution to all councilmembers.
