AN ORDINANCE approving the city of Renton Comprehensive Water System Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
RCW 43.20.260 requires that water system plans for any new industrial, commercial, or residential use are to be consistent with the requirements of any comprehensive plans or development regulations adopted under chapter 36.70A RCW or any other applicable comprehensive plan, land use plan, or development regulation adopted by a city, town or county for the service area.
The city of Renton currently provides water service to approximately 50,000 residents and commercial/industrial water users. The city is located in the south portion of King County.
The city of Renton obtains its water from local aquifers. The average annual water demand is currently 7.7 million gallons per day. The demand is projected to increase to about 11 million gallons per day in 2025, assuming a small reduction as a result of the city's planned water conservation program.
The city of Renton is planning a five-year capital improvement program valued at nearly $21,500,000. The capital improvements proposed include modifications to the city's water storage and distribution systems.
The city of Renton is within the geographic area covered by the East King Coordinated Water Supply Plan ("CWSP"), which was last updated in 1998. Water system plans for utilities within that area must be consistent with the CWSP. The CWSP may be updated to reflect current information and conditions as part of the King County regional water supply plan, for which a planning process was approved by a multi-stakeholder Scoping Committee on October 31, 2005.
