PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for sewer utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
The City of Bellevue 2002 Comprehensive Wastewater Plan (plan) discusses sewer service to existing and future populations within the city's thirty-five-square-mile service area. The service area includes the cities of Bellevue, Medina, Clyde Hill, Yarrow Point, Hunt's Point and Beaux Arts, and parts of urban unincorporated King County. Small portions of Kirkland, Redmond and Issaquah are also served by interlocal agreement. Approximately one hundred twenty-two thousand residents are currently served by the city. At buildout, the population projected to be served by the city could be nearly one hundred fifty-four thousand.
In August 2001 the city and the Coal Creek utility district entered into a settlement agreement regarding the city's assumption of parts of the district lying within the city's corporate boundary. Effective December 31, 2003, the city will assume ownership of the district's facilities located within city boundaries. This plan discusses the future assumption and its impacts on the city based on information currently available.
All of the city's wastewater flows are treated by King County. The average daily sanitary flow currently treated by the county is approximately twenty-two million gallons per day. At buildout, that amount is expected to increase to about twenty-eight million gallons per day, although reductions in base water use and infiltration and inflow will likely decrease the ultimate flow significantly.
