AN ORDINANCE revising the corporate boundary of the city of Snoqualmie to include the unincorporated portion of 384th Avenue Southeast right-of-way as provided for in RCW 35A.21.210.

STATEMENT OF FACTS:
1. RCW 35A.21.210 provides the mechanism to allow cities within King County to adjust their boundaries to include entire rights-of-way of roads within the city. RCW 35A.21.210(1) provides that "the governing bodies of a county and any code city located therein may by agreement revise any part of the corporate boundary of the city which coincides with the centerline, edge, or any portion of a public street, road or highway right-of-way by substituting therefore a right-of-way line of the same public street, road or highway so as fully to include or fully to exclude the at segment of the public street, road or highway from the corporate limits of the city."
2. Revision of the corporate boundary of the city is effective upon approval by the city council and county legislative authority as provided for in RCW 35A.21.210(2).
3. King County has jurisdiction over portions of the road right-of-way for 384th Avenue Southeast in the area described in Attachment A to this ordinance.
4. The city has a project along 384th Avenue Southeast.
5. The city has utilities within 384th Avenue Southeast.
6. It is in the city and the county's best interest to amend the corporate boundary of the city so that the entirety of the public right-of-way described in Attachment A to this ordinance is located within the city so that the city may make road improvements under city standards and provide local services to its residents including the maintenance, capital improvements and operation of the public right-of-way.
