A MOTION approving the King County Council - Operational Strategic Plan 2011-2015.
Body
WHEREAS, King County government, as the local government, is the direct provider of government services, such as law enforcement, zoning, permitting and road services, for residents of the unincorporated areas, and
WHEREAS, King County government provides critical countywide health and safety services and regional municipal services, including mental health and chemical dependency services, public health services, property assessment, elections, judicial services, public transit, wastewater treatment and regional aviation facilities, and
WHEREAS, King County government partners with other jurisdictions to meet local and regional needs for such services as roads maintenance, local law enforcement, animal control and public transportation, and
WHEREAS, the King County Charter identifies that the county council shall be the policy determining body of the county and shall have all legislative powers of the county, and
WHEREAS, in 2002 the council adopted Motion 11561, which encouraged the executive to broaden and deepen the use of performance measurement throughout county government. Annually thereafter, the council has taken formal action to strengthen the accountability and transparency of King County government, and
WHEREAS, the council furthered this commitment to the transparent and accountable delivery of government services in 2008 through the adoption of Ordinance 16202, the performance and accountability act, and
WHEREAS, as a result of the performance and accountability act, the county engaged in a multiyear effort with the public, county employees, regional partners and county elected leaders to identify the priorities of the people of King County for county government. These priorities were incorporated into the countywide King County Strategic Plan, 2010-2014, which was adopted by Ordinance 16897 in 2010, and
