A MOTION related to public transportation, approving the King County Metro Public Transportation Agency Safety Plan 2027, in accordance with the Federal Transit Administration's Public Transportation Agency Safety Plan regulations and the Bipartisan Infrastructure Law.

WHEREAS, Federal Transit Administration ("FTA") regulations, set forth in 49 C.F.R. ? 673, require all direct and primary recipients of FTA funding to establish a Public Transportation Agency Safety Plan ("PTASP"), and
WHEREAS, 49 C.F.R. ? 673.11(a)(1) requires that PTASP and any subsequent updates thereto be signed by the Accountable Executive and approved by the transit agency's Board of Directors or an equivalent entity, and
WHEREAS, in November 2021, the Bipartisan Infrastructure Bill ("BIL"), which imposed additional requirements for the development of PTASPs by transit agencies, was signed into law, and
WHEREAS, the King County Metro transit department, as a transit provider and direct recipient of FTA funding, is required to comply with the requirements in 49 C.F.R. ? 673.11(a)(1) and BIL, and
WHEREAS, in accordance with 49 C.F.R. ? 673.11(a)(1), the general manager of the King County Metro transit department signed, and the King County council approved by Motion 16963, the King County Metro Public Transportation Agency Safety Plan 2026, and
WHEREAS, consistent with requirements imposed by BIL, the King County Metro transit department developed the King County Metro Public Transportation Agency Safety Plan 2027, which updates the King County Metro Public Transportation Agency Safety Plan 2026, and
WHEREAS, in accordance with 49 C.F.R. ? 673.11(a)(1), the King County Metro Public Transportation Agency Safety Plan 2027 is approved by and awaiting signature by the King County Metro transit department general manager as the Accountable Executive;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
