Title
AN ORDINANCE relating to Bow Lake transfer station access; authorizing the director of the solid waste division of the department of natural resources and parks to modify access to the county's Bow Lake transfer station for users who have not established monthly accounts, in order to facilitate the efficient and cost-effective construction of a replacement transfer station on the site.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. In accordance with the Solid Waste Transfer and Waste Management Plan, approved by the King County council on December 10, 2007, the solid waste division is actively engaged in planning and implementing construction of a new recycling and transfer station to replace the existing Bow Lake transfer station, located in Tukwila, Washington.
B. The King County solid waste division is currently entering into contracts to construct a new facility on a portion of the existing Bow Lake transfer station site and adjacent property.
C. K.C.C. 10.25.050.B. establishes regional transfer system policies including RTS-4, which states: "The county should prioritize efficient service to commercial haulers while still providing services for self-haul customers, provided that nothing in this policy permits limiting standard hours of operation at county transfer facilities for self-haul customers without council approval by ordinance."
D. The Bow Lake transfer station currently operates twenty-four hours a day, seven days a week for all classes of customers. The construction of the replacement Bow Lake transfer station will take place on the site of the existing transfer station, as well as on adjacent property. Because of site constraints, the full operation of the existing Bow Lake transfer station for all customers at all hours of the day and night would negatively impact construction activities, resulting in increased costs and a delayed opening for the replacement fac...
