PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
The city of Tacoma currently provides water service to approximately three hundred ten thousand people living in Tacoma, urban and rural Pierce County, parts of Federal Way and King County's rural community of Cumberland. The population served in twenty years could double because of growth and expansion of the service area.
The city's water sources include the Green river and nineteen wells located primarily in Tacoma. A new water supply, the second supply project, includes an additional diversion from the Green river and transmission of the water through south King County. The city of Seattle's recent decision not to be a party to the new supply will likely result in more water being delivered to the city of Federal Way, the city of Kent and the Covington water district.
An agreement for the second supply project among project participants and state agencies calls for more aggressive conservation. The agreement for the second supply project notes that the project participants will, as necessary, amend their individual water system plans pursuant to WAC 246-290-100 to reflect these conservation activities. Under K.C.C. 13.24.010, water and sewer utilities required to plan under this chapter shall promptly notify King County of any significant changes affecting service provision. The plan contains a capital improvement program valued at approximately $460,000,000 over the next fifteen years and includes the costs of the additional water supply, water treatment, storage and transmission and distribution system improvements.
