BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. K.C.C. 2.16.055.C. requires the executive to transmit to the council community needs lists for the six rural community service area and five urban unincorporated potential annexation area geographies concurrent with the executive's biennial budget transmittal.
B. Ordinance 19527, enacted in November 2022, adopted community needs lists for six rural Community Service Areas and five urban unincorporated Potential Annexation Areas, reflecting priorities identified through community engagement and equity-focused analysis. The lists include services, programs, facilities, and capital improvements consistent with adopted subarea and county plans, along with responsible agencies and anticipated timelines.
C. Ordinance 19860, adopted in 2024, approved the Community Needs List for the Snoqualmie Valley/Northeast King County Community Service Area, affirming King County's commitment to a community-driven, cocreated process for identifying priority needs for services, programs, and capital improvements. Developed with input from local residents and guided by equity principles, the adopted list will inform county planning, budgeting, and implementation in coordination with relevant departments. In alignment with a prior agreement between the King County council and the department of local services, this was the only community needs list transmitted as part of the 2024 one-year budget transmittal.
D. As required by K.C.C. 2.16.055.C.:
