AN ORDINANCE extending the date by which the staffing level for animal services shall be reduced; and amending the 2010 Budget Ordinance, Ordinance 16717, Sections 30 and 93, as amended; and declaring an emergency.

SECTION 1. Findings:
A. The 2010 Budget Ordinance, Ordinance 16717, anticipates closure of King County's animal shelters by February 1, 2010.
B. The 2010 adopted budget ordinance, Section 30, Records and Licensing Services, includes a proviso that would eliminate authority for full-time equivalent positions ("FTEs") for animal sheltering services by reducing the number of FTEs by 14.00 FTEs on February 1, 2010.
C. The 2010 Budget Ordinance, Section 93, public health, includes a proviso that would eliminate authority for FTEs for animal veterinary services by reducing the number of FTEs by 2.00 FTEs on February 1, 2010.
D. The 2010 Budget Ordinance, Section 30, restricts appropriation authority for records and licensing services pending receipt by the council of an implementation plan from the executive for terminating existing city contracts for animal services and entering into full cost recovery contracts with cities by June 30, 2010.
E. Closure of King County's animal shelters by February 1, 2010, would be disruptive to animals currently in King County's care and to the provision of animal control services by King County for the unincorporated area and under contract to cities.
F. Regionally coordinated animal sheltering, control and licensing services may benefit both the county and cities.
G. The county and cities may benefit from an implementation plan for entering into full cost recovery contracts that provides for a common date for changes in the provision of animal sheltering, control and licensing services by the county.
