AN ORDINANCE establishing November 2, 2004, as the date of a special election on the question of annexation of approximately one thousand two hundred eighty-five acres in the city of Normandy Park into the Southwest Suburban sewer district for the purpose of providing sewer service and appointing a committee to write the voters pamphlet statement for the November 2, 2004, special election.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. A notice of intention proposing the annexation of approximately one thousand two hundred eighty-five acres of land into the Southwest Suburban sewer district ("district") for the purpose of providing sanitary sewer service was filed with the county council on March 10, 2004.
B. Voters constituting not less than ten percent of the registered voters in the proposed annexation area who voted in the last municipal general election petitioned the district to annex the area and make it a part of the district.
C. On October 13, 2003, the King County records, elections, and licensing services division found the petition sufficient. The district concurred with the proposed transfer in Resolution No. 2004-11, passed on March 2, 2004. Copies of the certified petition and the resolution were filed with the county council.
D. The district filed a determination of nonsignificance on the proposed annexation dated February 10, 2004.
E. The King County boundary review board completed its evaluation of the proposed annexation under chapter 36.93 RCW and deemed the annexation of approximately one thousand two hundred eighty-five acres of land into the Southwest Suburban sewer district approved effective April 23, 2004.
F. On April 26, 2004, the metropolitan King County council approved the proposed annexation but noted that its approval does not constitute county approval or disapproval of any other permits, certifications or actions necessary to provide servic...
