AN ORDINANCE approving the city of Carnation 2004 Comprehensive Sewer Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for sewer utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
The city of Carnation 2004 Comprehensive Sewer Plan ("plan") discusses sewer service to the city, which is currently served exclusively by on-site septic systems. King County has entered into an agreement with the city and will construct, own, operate and maintain a treatment plant that will receive the city's sewer flows. Sewer service to approximately seven hundred homes and businesses is anticipated to occur in 2007; at buildout, anticipated to occur after 2030, approximately one thousand three hundred homes and businesses will be served.
The city is currently working with King County to evaluate ways to reduce sewage flow before construction of the treatment plant. Investing in demand management has been shown in initial evaluations conducted by the city and the county to be cost effective. This potential will be further evaluated before construction of the plant.
The plan anticipates a capital cost of approximately $11.5 million for construction of the local sewer collection system. The county's investment in the treatment plant will amount to at least $10.6 million dollars more. Funding for the capital improvements will result in monthly sewer charges of approximately $155 per connection. This amount may vary depending on the amount of grant funding available and future changes to the county's capacity charge.
The King County utilities technical review committee ("UTRC") reviewed the plan on May 12, 2004, and recommended several technical changes that have been incorporated into the final plan version attached to this ordinance. The UTRC recommends that the council approve the plan.
