Title
A MOTION relating to the youth sports facilities grant program, authorizing a change in the requirement for local match; and rescinding Motion 8854.
Body
WHEREAS, in 1992, in accordance with Ordinance 10454, and as amended in 1996 in accordance with Ordinance 12076, King County established the youth sports facilities grant fund to support the development, renovation, or repair of sports facilities, as delineated in K.C.C. 4.08.220, and
WHEREAS, the youth sports facilities grant program has been funded through a sales and use tax on rental vehicles in King County, as well as from investment income on an endowment established with the proceeds from the sale of stadium properties, and
WHEREAS, since 1993, the youth sports facilities grant program has issued more than three hundred grants with funded projects including ball fields, sports courts, climbing walls, playgrounds, rowing facilities, skate parks, mountain biking courses, gymnasiums, swimming pools, and weight rooms, and
WHEREAS, projects funded by the youth sports facilities grant program have been located in every part of King County, including in low- and moderate-income communities, and
WHEREAS, the youth sports facilities grant program emphasizes partnerships between community groups and public entities, requiring that applications for projects occurring on publicly owned property must be jointly submitted by a community group or youth sports organization and a public entity, and also requiring that the general public must have access to the facility, and
WHEREAS, in accordance with the youth sports facilities grant fund program policies and project selection guidelines, which were adopted through Motion 8854, the youth sports facilities grant program is designed to leverage funds from other sources and requires a 1:2 match requirement, which means that applicants must provide one dollar in cash, volunteer labor, donated supplies or professional services for eve...
