Title
AN ORDINANCE authorizing the King County executive to enter into an interlocal agreement with the city of Snoqualmie relating to the annexation of a portion of the Mill Planning Area.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. RCW 35A.14.460 authorizes annexation by code cities by interlocal agreement between the code city and the county in which it is located provided the boundaries must be at least sixty percent contiguous to the annexing code city or to one or more cities or towns.
B. The Mill Planning Area is identified as Rural City Urban Growth Area and, as such, is eligible for annexation to the city of Snoqualmie.
C. The boundaries of the Mill Planning Area are more than sixty percent contiguous to the city of Snoqualmie.
D. On March 28, 2011, the city of Snoqualmie initiated the annexation process by adopting a resolution commencing negotiations for the interlocal agreement with King County regarding the annexation of a portion of the Mill Planning Area.
E. On November 28, 2011, the city of Snoqualmie adopted a resolution authorizing the mayor to enter into the interlocal agreement as a result of negotiations between the county and the city regarding the Mill Planning Area, which is Attachment A to this ordinance
F. No persons reside within the boundaries of the Mill Planning Area.
G. No county-owned public facilities are located within the boundaries of the Mill Planning Area other than roadways, which transfer automatically upon annexation.
SECTION 2. The King County executive is hereby authorized to enter into an interlocal agreement, in substantially the same form as Attachment A to this ordinance, with the city of Snoqualmie to allow annexation of the area known as Mill Planning Area to the city.
