Title
A MOTION requesting the executive to study and report findings and recommendations on the legality and practicability of creating a small business set-aside program for King County's procurement of goods and services, consulting services and construction projects.
Body
      WHEREAS, small businesses are a major factor in creating jobs both nationally and locally, and
      WHEREAS, King County and the nation are in a time of significant economic recession, and
      WHEREAS, due to their size, small businesses are more vulnerable to failure during economic downturns, and
      WHEREAS, King County is committed to supporting small businesses through its procurement process including, but not limited to, the contracting opportunities program and Executive Order CON 7-12 dated March 11, 2010, and
      WHEREAS, King County is committed to continuing to explore new, legal and practicable ways to make its procurement process accessible to small businesses;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The executive is requested to study the legality and practicability of creating a set-aside program for small businesses focusing on King County's procurement of goods and services, consulting services and construction projects.  The executive is requested to transmit the findings and recommendations of the study to the clerk of the council in the form of an original and ten copies by March 31, 2011, for distribution to all councilmembers.
