Title
AN ORDINANCE relating to the withdrawal of approximately 67 acres of land from the Vashon sewer district.

STATEMENT OF FACTS:
1. A notice of intention proposing the withdrawal of approximately 67 acres of land from the Vashon sewer district, known as the Spring Beach de-annexation, was filed with the county council on March 27, 2026.
2. The Spring Beach area is currently served by recently installed septic systems owned and maintained by a homeowners association and individual property owners.
3. The Vashon sewer district has approved the proposed withdrawal consistent with RCW 57.28.050 in Resolution No. 550, passed on March 17, 2026.
4. The Vashon sewer district issued a determination of nonsignificance on the proposed withdrawal dated January 15, 2026.
5. The utilities technical review committee reviewed the Vashon sewer district comprehensive sewer plan and found that the plan met the criteria for approval. The county approved the most recent plan amendment for the Vashon sewer district in 2010, as part of Ordinance 17049.
6. The county council held the legally required public hearing and has considered the criteria in RCW 57.02.040 and entered findings of fact per RCW 57.28.080.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The septic tanks owned, operated, and maintained by homeowners and the homeowners association are the most effective way to treat previously untreated sewage in the Spring Beach area and serve the area proposed to be withdrawn.
B. The withdrawal of the territory is of benefit to the territory, and the withdrawal is conducive to the general welfare of the balance of the Vashon sewer district.
C. The withdrawal is consistent with the development program outlined in the county's comprehensive plan and the policies expressed in the comprehensive plan for sewage facilities.
