Title
A MOTION requesting the King County Flood Control Zone District advisory committee to provide recommendations to the district regarding a definition of sub-regional flood control facilities and criteria for allocation of funds towards such facilities.
Body
WHEREAS, when the King County council adopted the 2006 King County Flood Hazard Management Plan on January 16, 2007, the adopting ordinance introduced, but did not define, the concept of including flood control projects that addressed localized flooding in areas that were not located along the major mainstem rivers or their larger tributaries, and
WHEREAS, one of the major topics of discussion of the King County Flood Control Zone District advisory committee was the development of a definition for "subregional facilities," and
WHEREAS, although there was much early interest in developing an agreeable definition, the advisory committee opted to focus their attention on the initial proposed list of projects along the mainstem rivers and tributaries, with the intent to revisit this issue in their discussions during 2008, and
WHEREAS, on November 13, 2007, the board of supervisors of the King County Flood Control Zone District adopted an annual budget and work program for 2008, and
WHEREAS, one of the key issues of concern to the board is the development of an equitable allocation of funds with the intent to address both flooding problems that occur along the mainstem rivers of King County, or their major tributaries, and flooding problems that occur in other locations, and
WHEREAS, in adopting the 2008 budget the board required that, "Ten percent of the district's revenues shall be allocated towards projects addressing "subregional" flooding problems unrelated to main stem rivers and large tributaries," and
WHEREAS, the board further provided that, "These revenues should constitute an "opportunity fund" and the advisory committee shall develop a definition f...
