A RESOLUTION relating to the capital projects program of the King County Flood Control Zone District and requiring ten percent of district revenues to be allocated towards projects that address "subregional" flooding problems unrelated to main stem rivers and large tributaries.

BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF THE KING COUNTY FLOOD CONTROL ZONE DISTRICT:
SECTION 1. Findings:
A. When the King County council adopted the 2006 King County Flood Hazard Management Plan on January 16, 2007, the council introduced, but did not define the term "subregional facilities."
B. The concept of subregional facilities was conceived from a desire for an equitable allocation of revenues collected for flood control purposes, with the intent to address both flooding problems that occur along the mainstem rivers of King County, or their major tributaries, and flooding problems that occur in other locations.
C. On November 13, 2007, the board of supervisors of the King County Flood Control Zone District adopted an annual budget and work program for 2008.
D. In adopting the 2008 budget, the board required that, "Ten percent of the district's revenues shall be allocated towards projects addressing "subregional" flooding problems unrelated to main stem rivers and large tributaries."
E. The board further provided that, "These revenues should constitute an "opportunity fund" and the advisory committee shall develop a definition for "subregional" projects that qualify for the "opportunity fund" and shall provide a recommendation to the district."
F. The board actions noted in subsections D. and E. of this section are intended to reflect long-term policy and are not intended to apply only to the 2008 district budget.
