A MOTION related to comprehensive planning; determining a substantive change to the urban growth area boundary for the city of Snoqualmie may be considered in 2002, and establishing the scope of the amendment consistent with K.C.C. 20.18.030C.

WHEREAS, K.C.C. chapter 20.18 limits consideration of substantive changes to the Comprehensive Plan, including changes to the urban growth boundary, to every fourth year beginning in 2000. K.C.C. 20.18.030C allows for the consideration of substantive changes on even calendar years if the county determines by motion that the purposes of the Comprehensive Plan are not being achieved as evidenced by official population growth forecasts, benchmarks, trends and other relevant data, and
WHEREAS, the Snoqualmie Urban Growth Area Subarea Plan 2001, adopted on June 4, 2001, by Ordinance 14117, includes an up to date population capacity estimate for the city of Snoqualmie and its urban growth area, documents that amendment of the city of Snoqualmie's urban growth area is warranted to ensure sufficient capacity exists to accommodate Snoqualmie's household target, and recommends specific changes to the urban growth area to facilitate accommodation of the household target, and
WHEREAS, on October 24, 2001, the Growth Management Planning Council unanimously recommended amendment of the city of Snoqualmie's urban growth area as recommended by the Snoqualmie Urban Growth Area Subarea Plan 2001;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. King County hereby determines that the purposes of the Comprehensive Plan are not being achieved as documented in the adopted Snoqualmie Urban Growth Area Subarea Plan, and authorizes the consideration of changes to the Snoqualmie urban growth area in 2002.
B. The scope of the amendment shall be limited to implementation of the adopted
