Title
AN ORDINANCE making a supplemental appropriation of $3,960,000 of capital funds to provide the appropriate level of appropriation authority on an emergency basis for the Barton force main repair project in the conveyance pipelines appropriation project category; and amending the 2006 Budget Ordinance, Ordinance 15333, Section 116, as amended, and Attachment D, as amended.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings.
A. There is an emergency due to the failed section of the Beach Drive interceptor at Lincoln park in West Seattle that is leaking sewage onto Lincoln Park beach and into the Puget Sound.
B. On February 4, 2006, a section of the Beach Drive interceptor at Lincoln park in West Seattle failed causing sewage to leak onto the Lincoln park beach and into Puget Sound.
C. This was the second failure in less than one month, the first having occurred on January 17, 2006, and having been repaired on January 21, 2006.
D. Immediately after the February 4 failure, the wastewater treatment division ("WTD") of the department of natural resources and parks instituted tanker trucking operations to move sewage from the Barton pump station to the Murray pump station in order to reduce overflow sewage from entering Puget Sound. As the tanker trucking operations were only partially effective in that there was still an overflow of approximately one million gallons of sewage per day, six hundred feet out into Puget Sound, a temporary pump station was installed and a temporary line was laid along the beach to control sewage overflows.
E. Video inspection of the Beach interceptor after the February 4 failure revealed four other sections of the interceptor that are at imminent risk of failure. WTD has determined that further repair and use of the Beach Drive interceptor pipe at Lincoln park is not feasible and that the thirty-inch concrete cylinder force main should be replaced with two paral...
