Title
A MOTION that approves a plan regarding participation in MyBuildingPermit.com, in compliance with the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 83, Proviso P1; and authorizing the release of $600,000 currently held in reserve.
Body
WHEREAS, the 2015/2016 Biennial Budget Ordinance, Ordinance 17941, Section 83, Proviso P1, requires the executive to transmit a motion and plan by June 30, 2015, and
WHEREAS, the county executive has transmitted to the council a response that contains the information required by the proviso, including a plan for participation in MyBuildingPermit.com; and
WHEREAS, the plan contains:
1. An evaluation of the completed permit integration project that includes:
a. Comparison to the proposed schedule, costs, implemented services and departmental cost savings;
b. Comparison to the proposed project assumptions and deliverables as identified in the information technology 2009 quantifiable business case;
c. Project performance based on the performance measures approved by the information technology project review board; and
d. Unfinished project components and plans for resolution;
2. A roadmap for participation in the MyBuildingPermit.com that includes:
a. A plan for how the county's current internal permit system can seamlessly connect into a single, external portal via MyBuildingPermit.com;
b. Milestones for actions necessary to enable the county's internal system to connect to and operate with MyBuildingPermit.com;
c. Milestones for coordination with and necessary actions by MyBuildingPermit.com;
d. Staffing needs and costs for internal actions necessary for participation in MyBuildingPermit.com and potential funding sources;
e. Estimated MyBuildingPermit.com implementation fees and potential funding sources;
f. Estimated internal ongoing operating staff needs and costs for participation in MyBuildingPermit.com and potential funding sources;
g. Estimated ongoing MyBuildingPermit.com membership fees and potential funding sources; and
h. Evaluation of whether review, coordination or approval through the King County information technology governance process is required; and
3. An evaluation of the efficacy of pre-application permit reviews that includes a comparison of necessary permit-related items identified during pre-application conferences for development or land use proposals in the last two years with necessary permit-related items required by the time of the final permit decision for those proposals, where the permit-related items include required permits, estimated costs, and estimated timelines for permit processing, reviews and final decisions;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The plan, which is Attachment A to this motion, is hereby approved and the $600,000 currently held in reserve in Ordinance 17941, Section 83, Proviso P1, department of permitting and environmental review, is hereby released.
