A MOTION approving the King County Comprehensive Plan Performance Measures Program Framework.

                     WHEREAS, the King County Comprehensive Plan Performance Measures Program Framework ("the framework") was approved in 2017 via Motion 15014, and

                     WHEREAS, the first Comprehensive Plan Performance Measures Report under the framework was filed in 2022 via 2022-RPT0045 to inform the scope of work of the 2024 King County Comprehensive Plan that was approved via Motion 16142, and

                     WHEREAS, during development of the 2022 Comprehensive Plan Performance Measures Report, executive staff identified potential refinements to specific performance measures and reporting geographies, and

                     WHEREAS, since approval of the framework, the Legislature lengthened the frequency of periodic comprehensive plan updates to once every ten years, and the King County council correspondingly scheduled potential midpoint updates to occur five years after the adoption of a periodic update, and

                     WHEREAS, also since approval of the framework, the Legislature initiated new requirements under the Washington state Growth Management Act for jurisdictions to plan for housing need and produce a Comprehensive Plan implementation report in 2029 that overlaps with some performance measures within the framework, and

                     WHEREAS, the 2024 Comprehensive Plan was adopted via Ordinance 19881, and included work plan action 1 to update the framework to address the abovementioned topics, and

                     WHEREAS, the framework in Attachment A to this motion responds to Comprehensive Plan work plan action 1, and proposes revisions to the performance measures program and reporting schedule designed to support the Comprehensive Plan update process, and

                     WHEREAS, reporting on the Comprehensive Plan performance measures is next planned in 2026 to inform the 2027 scope of work for the 2029 midpoint Comprehensive Plan update, and

                     WHEREAS, the framework may be further reviewed for potential refinements before the establishment of future scopes of work required under K.C.C. 20.18.060, but only if refinements are approved via motion;

                     NOW, THEREFORE, BE IT MOVED by the Council of King County:

                     The revised King County Comprehensive Plan Performance Measures Program Framework in Attachment A to this motion is approved.  The performance measures report shall be completed as directed in Attachment A to inform the scope of work for future midpoint and periodic updates to the King County Comprehensive Plan.  Any changes to the framework in Attachment A, or the performance measures reporting

schedule, shall not be implemented unless approved via a motion that is passed by the council.
