A MOTION approving the Third Annual King County Health Reform Initiative Measurement and Evaluation Report.

WHEREAS, the goals of the King County Health Reform Initiative are to improve the long-term health of King County's employees and reduce the rate of growth in King County's health care costs over 2007-2009, and
WHEREAS, Motion 12131 approved in May 2005 adopted a business case to estimate the costs and benefits of various interventions to be provided through the county's Healthy Incentives℠ program, and
WHEREAS, Motion 12131 requested the executive to provide a program evaluation plan developed by a consultant to assess the effectiveness of each internal Health Reform Initiative program and strategy, and
WHEREAS, Motion 12353 adopted in September 2006 established the production and transmittal to council by motion of an annual measurement and evaluation report by August 15 of each year of the Health Reform Initiative Program, and
WHEREAS, Motion 12479 approved in March 2007 adopted the King County Health Reform Initiative Cost Benefit Analysis Plan containing three levels of measurement: Level I—Original Business Case Programs; Level II—Programs to Develop a Supportive Environment for Health; and Level III—Programs to Improve Health Care Provider Quality and Accountability, and
WHEREAS, Motion 12479 requested seventeen specific measures for evaluating the progress of the Health Reform Initiative, and
WHEREAS, in his 2008 evaluation of the Health Reform Initiative program, consultant Ron Z.Goetzel, Ph. D., Director of the Emory Institute for Health and Productivity Studies and Vice President of Consulting and Applied Research at Thomson Reuters Healthcare, has created a cost-benefit ledger that measures the whole Health Reform Initiative program, provides intermediate outcome performance measures and includes the impact of health on employee productivity. This cost-benefit analysis is incorporated into the Third Annual King County Health Reform Initiative Measurement and Evaluation Report to show progress in 2007. Also, this analysis will be incorporated into future Third Annual King County Health Reform Initiative Measurement and Evaluation Reports to show year-over-year progress in the Health Reform Initiative, as well as to summarize the final Health Reform Initiative, and
WHEREAS, the Third Annual King County Health Reform Initiative Measurement and Evaluation Report, for the 2007 reporting period, has been transmitted to the council in conformance with all applicable motions and direction;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The Third Annual King County Health Reform Initiative Measurement and Evaluation Report, Attachment A to this motion, is hereby approved.
