Title
A MOTION authorizing the chair of the council to enter into an amendment to a contract for services to provide increased professional facilitation services for the King County commission on governance and requesting the chair to work with the King County commission on governance and the consultant supporting the commission to identify the appropriate level of research services for the commission such that the contract expenditures for research services are reduced.
Body
      WHEREAS, Ordinance 14514 created the King County commission on governance and outlines the responsibilities of the commission, and
      WHEREAS, the King County commission on governance is charged with examining and making recommendations to the council and executive regarding services funded by the current expense fund, including how the services are provided and funded, and
      WHEREAS, the King County commission on governance is charged with examining and making recommendations to the council and executive regarding the county's governance structure and governance policies, and
      WHEREAS, Motion 11701 authorized the chair of the metropolitan King County council to enter into a contract, in an amount not to exceed sixty-four thousand one hundred two dollars, with Berk & Associates to provide facilitation services in support of the work of the King County commission on governance, and
      WHEREAS, Motion 11700 authorized the chair of the metropolitan King County council to enter into a contract, in an amount not to exceed forty thousand dollars, with Berk & Associates to provide research services in support of the work of the King County commission on governance, and
      WHEREAS, the work program of the commission on governance is over half complete, the timeline for the commission's existence is past the midway point, and the ratio of the consultant's work requirements necessary to support the commission's work program are more heavily laden with facilitation services and less with research services than was anticipated, and
      WHEREAS, discussions with the commission on governance and the consultant have identified the need to increase facilitation services and the potential to significantly reduce research services such that funds previously allocated to research services may be available for increased facilitation services;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      A.  The chair of the metropolitan King County council is authorized to enter into an amendment to the contract authorized by Motion 11701, in an amount not to exceed an additional twenty thousand dollars, with Berk & Associates to provide increased facilitation services in support of the work of the King County commission on governance; and
      B.  The chair of the metropolitan King County council is requested to work with the commission on governance to identify the appropriate level of research services with Berk & Associates under the contract authorized by Motion 11700, such that the contract expenditures are reduced.
