Title
A MOTION relating to the review process for the 2008 King County Comprehensive Plan update.
Body
WHEREAS, historically, the approach taken for the review of major updates to the King County Comprehensive Plan has been to utilize other standing committees to perform panel reviews of specific chapters and issues and to make recommendations to the growth management and natural resources committee ("the committee"), and
WHEREAS, that practice ensured that those committees with the staff expertise in specific subject areas were utilized in the review of the update and report staff findings to those other standing committees, and
WHEREAS, as a result of this approach, the ability of the committee to coordinate changes to often interrelated policies across the various chapters was impaired, and
WHEREAS, because review of the draft proposed Comprehensive Plan update indicates much more interconnectedness of policies than in the past Comprehensive Plans, the ability to follow the linkages and ensure internal consistency will be increasingly important, and
WHEREAS, the Comprehensive Plan update manager is a newly created position and provides a unique opportunity to utilize a more effective and unified approach to the review of the 2008 Comprehensive Plan update, and
WHEREAS, all council members, for the purposes of reviewing the Comprehensive Plan are voting members of the committee, and
WHEREAS, to underscore the broad policy impacts that the Comprehensive Plan has on all facets of county business and to centralize all aspects of the Comprehensive Plan review in the committee to ensure a complete and coordinated review of the interrelated policies the committee should manage all aspects of the review (e.g. coordinating the reviews, managing the schedule and applicable policy staff, handling the day-to-day issues, and presentation of staff reports) of the Comprehensive Plan, and
WHEREAS, this would require central staff with the historical knowledge and specific expertise in the various areas covered by the Comprehensive Plan to perform reviews and report such findings directly to the committee, rather than the standing committee to which they are assigned, and
WHEREAS, to foster an efficient review of the Comprehensive Plan, committee leadership should seek to identify consensus issues, thereby allowing the committee to focus on matters that need further discussion;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
A. The growth management and natural resources committee shall perform all council committee review of the 2008 update of the King County Comprehensive Plan; and
B. The growth management and natural resources committee shall utilize policy staff from other standing committees based on their specific areas of expertise to perform the review of the 2008 revisions to the Comprehensive Plan. The chair of the growth management and natural resources committee shall consult with the applicable standing committee chair and policy staff director, and assign policy staff from standing committees for Comprehensive Plan review.
