AN ORDINANCE relating to county funds; amending Ordinance 17527, Section 162, as amended, and K.C.C. 4A.200.287, Ordinance 17752, Section 21, and K.C.C. 4A.200.465 and Ordinance 17527, Section 41, and K.C.C. 4A.200.500, recodifying K.C.C. 4A.200.287, adding a new section to K.C.C. chapter 4A.200 and repealing Ordinance 17752, Section 11, and K.C.C. 4A.200.295 Ordinance 17527, Section 161, as amended, and K.C.C. 4A.200.450, Ordinance 12076, Section 16, as amended, and K.C.C. 4A.200.470 and Ordinance 12925, Sections 1 through 7, and as amended, and K.C.C. 4A.200.760.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. There is hereby approved and adopted the September 2020 statement of residual balances of the funds prepared for closure, as presented in Attachment A to this ordinance. The transfer of any remaining net assets and fund balances upon closure of those county funds repealed by this ordinance is approved and adopted.
SECTION 2. K.C.C. 4A.200.287, as amended by this ordinance, is hereby recodified as a new section in chapter 4A.200.
SECTION 3. Ordinance 17527, Section 162, as amended, and K.C.C. 4A.200.287 are hereby amended to read as follows:
A. There is hereby created the fleet services equipment rental and revolving fund.
B. The fund is a first tier fund. The fund is an internal service fund.
C. The director of the department of executive services shall be the manager of the fund.
D. All receipts from rates charged for full cost recovery for the fund's services to county agencies shall be deposited in the fund. The department of executive services shall establish charges for full-cost recovery for the equipment accounted for by the fund and shall establish the terms and charges for the sale of surplus equipment.
E. The fund shall be used for the purchase, maintenance, and repair of county equipment, for the purchase of equipment, materials, supplies and services required in the administration and operation of the fund, and for the purchase or manufacture of materials and supplies needed by county departments using fleet services equipment.
SECTION 4. Ordinance 17752, Section 21, and K.C.C. 4A.200.465 are hereby amended to read as follows:
A. There is hereby created the open space and farmland acquisition fund.
B. The fund is a first tier fund. It is a capital projects fund.
C. The director of the department of natural resources and parks shall be the manager of the fund.
D. All moneys for the acquisiton of open space ((acquistions)) or farmland in fee title or by easements, for the acquisition of agricultural development rights and for improvements on agricultural land owned by the county, shall be deposited in the fund.
E. All moneys in the fund shall be used for the purpose of paying all or any part of capital projects related to acquiring open space or ((open space)) farmland, in fee title or by easements, acquiring agricultural development rights or making improvements on agricultural land owned by the county.
SECTION 5. Ordinance 17527, Section 41, and K.C.C. 4A.200.500 are hereby amended as follows:
A. There is hereby created the parks, recreation and open space fund.
B. The fund shall be a first tier fund. It is a capital projects fund.
C. The director of the department of natural resources and parks shall be the manager of the fund.
D. The fund's revenue sources may include, but are not limited to, proceeds from real estate excise taxes, grants, bonds and general fund transfers.
E. The fund shall provide for the receipt of revenues and disbursement of expenditures for new park facilities and ((nonmajor maintenance enhancements)) improvements to existing park facilities.
SECTION 6. The following are hereby repealed:
A. Ordinance 17752, Section 11, and K.C.C. 4A.200.295;
B. Ordinance 17527, Section 161, as amended, and K.C.C. 4A.200.450;
C. Ordinance 12076, Section 16, as amended, and K.C.C. 4A.200.470; and
D. Ordinance 12925, Sections 1 through 7, as amended and K.C.C. 4A.200.760.
