A MOTION adopting 2003 amendments to the King County Consortium Consolidated Housing and Community Development Plan for 2000-2003.

      WHEREAS, King County is a member of the King County Community Development Block Grant and HOME Investment Partnerships consortia, and
      WHEREAS, King County as the official applicant is responsible to the federal government for all activities undertaken in the King County Consortium with Community Development Block Grant, HOME Investment Partnerships and other federal homeless, housing and community development funds, and
      WHEREAS, federal legislation requires King County to adopt a consolidated housing and community development plan every three to five years, which identifies housing and community development needs; identifies resources and key partnerships; and establishes objectives to provide decent affordable housing and a suitable living environment for low- and moderate-income residents of the county, and
      WHEREAS, the King County Consortium's current Consolidated Housing and Community Development Plan is a four-year plan, covering the years from 2000-2003, and
      WHEREAS, the King County Consortium's Consolidated Housing and Community Development Plan is a comprehensive affordable housing and community development policy and planning document that guides King County's administration of local and state homeless and housing funds in addition to federal homeless, housing and community development funds, and
      WHEREAS, the detailed housing data from the 2000 census data that is needed to develop a new Consolidated Housing and Community Development Plan was partially released in late 2002 and is still pending release in total by the fall of 2003, and
      WHEREAS, the United States Department of Housing and Urban Development has approved a a request to amend the King County Consortium's Consolidated Housing and Community Development Plan, which would extend it to a five-year plan, through 2004, and
      WHEREAS, King County Consortium member cities and stakeholders have participated in the development of the 2003 Amendments to the Consolidated Housing and Community Development Plan, and
      WHEREAS, the King County Consortium's joint recommendations committee endorsed the 2003 Amendments to the Consolidated Housing and Community Development Plan;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The King County Consortium's Consolidated Housing and Community Development Plan for 2000-2003 is amended to extend it for one year, through 2004.
      The extended Consolidated Housing and Community Development Plan (“Consolidated Plan”) shall be amended to substitute the new HUD Priority Housing Needs Table (Table 2A) for Table 6-3 in the Strategic Plan Section (Section VI) of the Consolidated Plan  (see attached table, Attachment A to this motion).  The new Priority Housing Needs Table expresses housing need by household types and states annual goals for housing service to the various household types.
      The extended Consolidated Housing and Community Development Plan shall be amended to include the Regional Affordable Housing Program Guidelines, approved by Council in Ordinance ____________, as Appendix G.  The appendices of the
 
Consolidated Plan shall be relabeled and adjusted to reflect the insertion of the Regional Affordable Housing Program Guidelines as Appendix G.
