A MOTION approving the executive's report on the transit division accessible services program.

      WHEREAS, Ordinance 17232 adopted the annual budget for King County and made appropriations for the operation of county agencies and departments for the fiscal year beginning January 1, 2012 and ending December 31, 2012, and
WHEREAS, Ordinance 17232, Section 129, required the provision of a report to the council as follows:
“P3 PROVIDED FURTHER THAT:
Of this appropriation, $5,000,000 may not be expended or encumbered until the executive transmits a report on the transit division accessible services program and a motion that acknowledges receipt of the report and references the proviso's ordinance, section and number, and the motion is adopted by the council.
The report shall include, but not be limited to: 1) accessible services program cost growth and the factors contributing to it; 2) options and impacts of implementing recommendation D3 in the 2009 transit performance audit; 3) planning, implementation and performance measures for the community access transportation program and other programs that seek to provide alternatives to the accessible services program; and 4) options for implementing a policy that establishes a fare parity between the access fare and the adult fixed-route off-peak fare. The transit advisory commission shall be briefed on the report outline and shall be given an opportunity to submit comment on the draft report to the transit division.
The executive must file the report and motion required by this proviso by June 30, 2012 in the form of a paper original and an electronic copy with the clerk of the council, who shall retain the original and provide an electronic copy to all councilmembers, the council chief of staff and the lead staff for the transportation, economy and environment committee or its successor.”, and
WHEREAS, accessible services program staff presented the draft report outline to the transit advisory committee at its meeting on April 17, 2012, and
WHEREAS, the transit advisory committee members provided comments on the draft report outline during the April 17, 2012 meeting, and
WHEREAS, a section of the attached report summarizes the comments from the transit advisory committee members, and
WHEREAS, the attached report highlights some potential options for implementing future accessible services program policy changes as called for in proviso P3, and
WHEREAS, recommendations for future policy changes related to the accessible services program will be submitted to the council for consideration as part of the executive's proposed 2013/2014 budget proposal;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The executive's report on the transit division accessible services program as
 
outlined substantially in Attachment A to this motion is hereby approved.
